+ All Crimes Against Property
The following data must be entered for ALL Crimes Against Property:

Type of Victim: If the offense is connected to a victim, then Type of Victim must be either Individual, Business, Financial Institution, Government, Law Enforcement Officer, Religious Organization, Other or Unknown. The Type of Victim cannot be Society.

Type of Property Loss
1) Must select a choice from the following drop-down list:
Burned
Counterfeited or Forged
Destroyed, Damaged or Vandalized
None
Recovered (to impound property that was previously stolen)
Seized (to impound property that was not previously stolen: UCR 250, 35A, 35B, 39A-D, only)
Stolen (ex. Bribed, Defrauded, Embezzled, Extorted, Ransomed, Robbed, etc.)
Unknown

2) When the offense is only Attempted, then Type of Property Loss must be None or Unknown.

3) When Type of Property Loss is None or Unknown, the following data fields must be Blank:

4) When Type of Property Loss is Recovered, then each property entered must first be entered as Stolen. This does not apply to UCR Offense Codes 250 (Obstruction of Justice, Forgery) or 280 (Illegal Possession of Stolen Things).

5) When Type of Property Loss is Burned, Counterfeited or Forged, Destroyed, Damaged or Vandalized, Recovered, Seized or Stolen then the following data fields must have data:

6) If there is only one Crime Against Property offense in an incident, then Type of Property Loss selections must be either all Stolen or all Unknown, but not mixed. For example, if only one UCR Offense Code 220 (Burglary) is reported for an incident, and possibly three pieces of property are stolen, then each item must be reported as Stolen, or the three items are reported as Unknown; but, not two items as Stolen and one item as Unknown.

Property Description Type
1) Must select a Property Description Type when Type of Property Loss is Burned, Counterfeited/Forged, Destoryed/Damaged/Vandalized, Recovered, Seized or Stolen.

2) When a Property Description Type of Pending Inventory is selected, then Value of Property must be $1.00.

Type of Criminal Activity This data element provides gang information on the suspect(s). Must select at least one, but not more than two, from the list of choices indicating gang involvement -- duplicates are not allowed. If there is no gang activity, then only None or Unknown, can be selected.

Valid Choices:
Juvenile Gang
Other Gang
None or Unknown.

Type of Weapon/Force Must select at least one value from the drop-down list. Up to three (3) may be entered, but no duplicates. If there was no weapon used, or force involved, select None.

Type of Property Loss
1) If the associated offense is Attempted, then either None or Unknown must be selected.

2) If the associated offense is Completed, then one of the following choices must be selected:

Destroyed, Damaged or Vandalized

Recovered (to impound property that was previously stolen)
Seized (to impound property that was not previously stolen: UCR 250, 35A, 35B, 39A-D, only)

3) For every Type of Property Loss reported as Recovered, then
• a corresponding Date Recovered must also be entered, and
• the property must also be reported as Stolen for both initial report submissions and re-submissions.

Property Description: At least one Property Description Type must be selected when Type of Property Loss is Burned, Counterfeited or Forged, Destroyed, Damaged or Vandalized, Recovered, Seized, Stolen, Bribed, Defrauded or Embezzled.

Suspected of Using/Gaming Motivation At least one value must be selected, with no duplicates. A choice of None can only be used when no other value is selected (that is, it is mutually exclusive with other choices).

1) If the victim is either an Individual or Law Enforcement Officer, then a Type of Injury must be selected from the list of valid injuries types:

2) If there is a suspect, then Victim and Suspect Relationships must be established. For every suspect, this indicates any relationship with a victim or victims. The gender of the victims and suspects must reflect their implied relationship.

This relationship can be omitted only when there is nothing known about the suspect or suspects; or, the Type of Victim is Society or Public.

Valid choices when the victim and suspect are within the same family, and the victim was:

Common Law Spouse
Parent
Sibling (Brother or Sister)
Other Family Member (Step-Grandparents, Ex-Common Law Spouse, Etc.)

Offenses Connected to Victims that are Mutually Exclusive

The following matrix shows the LIBRS Crimes Against Person offenses that cannot occur to the same victim in the same incident. Each shaded square is the intersection of two offenses that, together in the same incident, are not allowed for a victim. For example, crimes of murder (09A) and manslaughter (09B) cannot be reported for the same victim within an incident.
